A governed event causality surface for device, home, browser, shell, agent, policy, queue, admission, search, and replay flows. This first slice is strictly read-only: it cannot actuate devices, call providers, collect credentials, or retain camera media.
Boundary: every visible action is fixture-backed and non-mutating. High-risk actions render as approval-required or blocked, never as silent execution.
